Founder, CEO, Director of the Board
Robert started his career in real estate in 1987, supervising the construction of single-family homes in San Diego. In 1990, he became CFO of CBC Investments, and co-founded PEI in 1995. Since 2008 he’s led Pacifica’s investments in REOs, restructured debt, and the hospitality and leisure sector. Robert is also involved in building Pequeño Eden, a self-sustainable orphanage in Baja California. He holds a degree in Business Administration from USD and lives in Rancho Santa Fe with wife and six children.
Dario De Luca
Founder, President/COO, Director of the Board
Dario started his career in 1987, supervising the construction of new apartment buildings in San Diego, and later building high-end custom homes. In 1992 he became the Vice-President of Operations for CBC Investments and co-founded PEI in 1995. More recently Dario has developed strategic relationships with international property developers and has been chosen by Dubai-based Emaar Properties PJSC as president of Emaar America Corporation. He lives in Rancho Santa Fe with wife and three daughters.
Chief Financial Officer
As CFO, Pino is responsible for financial reporting, investments analysis, income and estate tax planning, human resources and payroll, risk management and insurance, investor relations, strategic planning, and capital markets analysis; Pino is backed by 15 years of hands-on experience in management, business relations with financial institutions, attorneys, and CPAs. He received his degree in Business Administration from the University of San Diego and is married with three children.
Director of Acquisitions
Nicolas joined Pacifica Enterprises in 2008 as Director of Acquisitions. He has transacted over $1 billion in commercial real estate. Prior to his undertakings in real estate, Nicolas was a brand manager at Danone in Canada. He holds a B.S. in Business Administration from the Hautes Etudes Commerciales in Montréal and a M.S. in Real Estate from USD. He’s an adjunct professor of finance at USD, and a member of the Urban Land Institute, the Lincoln Club of San Diego, and the Burnham-Moores Real Estate Club.
Director of Finance and Legal Affairs
A summa cum laude graduate from the University of San Diego, with a degree in Accounting and Finance with an emphasis in Real Estate, Wileen worked for Ernst & Young to gain her Big Four public accounting experience and to become a CPA. She joined Pacifica in 2010 and is responsible for investor relations, asset resources, litigation risk management, and all contractual obligations, whether transactional or operational. Wileen is also a licensed California Real Estate Broker.
Teresa has been working with Pacifica Enterprises since 1997, serving as controller, treasurer, accounting department supervisor, and director of human resources. Teresa assists the CFO in working with CPAs, government auditors, subcontractors, and attorneys. Teresa has over 21 years of experience in property management and construction accounting. She holds a Bachelor of Science degree in mathematics from the University of Santo Tomas in Manila.
Director of Commercial Real Estate
Debbie’s 20-year real estate experience includes management and leasing of office, industrial, retail, and medical projects for clients like Principal Financial Group, Amresco, and LNR Property Corp. A member of the CCIM Institute, Debbie also holds a CPM designation through IREM and served as the 2010 VP of Finance for IREM-LA before relocating to San Diego. She graduated in Business Administration from San Diego State University and is a licensed California Real Estate Salesperson.
Director of Business Development
A ten-year veteran in the start-up industry, Jason discovers innovative ways to grow Pacifica’s portfolio. Before Pacifica, he was Director of Operations at Underground Elephant, building out the new office renovation and user experience. After founding HiveHaus in 2008 as San Diego’s first co-working space, he played a key role in 2012 as Business Operations Manager for Heavybit Industries, the first post-incubator space focused on developer-facing products and services.
Director of Belmont Park
With over 25 years of experience, Wendy oversees the financial, marketing, sales, and operations of Pacifica’s beachfront amusement and entertainment center Belmont Park, a San Diego Icon since 1925. She is responsible for strategic marketing, cost management, brand equity, and guest experience. Wendy serves on the board of the California Attractions and Parks Association, and a member and guest speaker for the International Association of Amusement Park and Attractions.
Director of Planning and Design
A graduate of Whittier College, Eric joined the ranks of Pacifica in early 1998. He oversees the development programs for acquired assets, and works with other company disciplines to create uses where asset values can be maximized. Eric is responsible for creating the team of consultants, engineers, and architects who comprise the design and development team for Pacifica’s projects; he also works with local municipalities and regulatory agencies to bring project ideas to fruition in timely manner.
Director of Engineering
Daniel Hayden, P.E. provides engineering and development expertise to evaluate, improve, and maintain Pacifica’s new and existing real estate acquisitions and assets. A California-licensed civil engineer, Daniel before joining Pacifica was a project engineer at Tait & Associates and later the principal and owner of a consulting firm. Hayden graduated Cum Laude from the University of California Irvine in Civil Engineering with a specialization in structural engineering and is a member of ASCE and SEAOC.
Director of Land Planning
At Pacifica Andrea is responsible for coordinating new development projects and assisting with land acquisitions, primarily dealing with entitlements, permits, and feasibility studies. She holds a Bachelor of Architecture from the University of Notre Dame, and spent four years practicing Architecture and Urban Design in Texas. Prior to relocating to San Diego, Andrea received her Master’s in Real Estate Development from Harvard University. She is also a member of the Urban Land Institute.
Director of Architecture and Design
Rick is Pacifica’s project construction manager, designer, and planner. For the last 19 years, he’s mainly focused on high-end residential project design and development in Rancho Santa Fe, La Jolla, and Palm Desert. Before joining Pacifica, Rick ran his own design and construction company for 31 years, with over 70 employees, designing and building over 1,000 projects in all asset classes, including land development. Rick is a graduate of UC Irvine and a licensed general contractor since 1984.
Director of Construction
A California-licensed general contractor, Brian has worked with Pacifica for over ten years, overseeing the renovation of over 3,000 condos. He has managed over 120 in-house employees and oversees dozens of subcontractors. Before joining Pacifica, Brian was a San Diego City fireman and independent builder of single-family residences. Brian is a licensed class-B general contractor, a certified water damage restoration technician, and a certified mold remediation technician.
Senior Project Manager
As senior project manager for Pacifica, Gabriel is involved in high-level supervision of all construction-related projects, from planning and budgeting to building and project development. Gabriel started working for his father’s entrepreneurial real estate business in Pasadena, focusing on architecture and construction. From 1996 to 2008, Gabriel owned a commercial flooring company while building custom homes in Los Angeles, Sierra Madre, Monrovia, and in Riverside County.
Matthew joined Pacifica’s ranks in 2010, working in dispositions and loan compliance, quickly advancing to his current position as finance manager. Matthew is responsible for investor reporting, financial reporting, and operational and investment analysis. He also assists with debt placement and property valuation. Matthew is a graduate of the University of San Diego, with a bachelor’s degree in Finance and Real Estate. He is a California licensed real estate agent.
Samuel has over six years of experience in residential and hotel management, financial analysis, and construction budget management. During his tenure supervising operations for over 1,200 residential units, Samuel has directed financial and operational oversight over stabilized, brand-new, and value-add residential communities, orchestrating lease-ups and capital improvement projects while interfacing with owners and investors. He holds a B.A. in Finance from the University of San Diego.
Peter Bower, Esq.
Director of Operations (Real Estate Services)
A law graduate from the University of San Diego, admitted to the State Bar of California in 2015, Peter oversees Pacifica’s business procedures and the work of upper-level management executives. While majoring in Business Administration at USD, he worked for Pacifica as a property manager, and during his law studies, he was an intern for Congressman Darrel Issa, a clerk for Chief Deputy City Attorney Diane Silva-Martinez, and President of the USD Business Law Society.
Financial Accounts Specialist
Ed joined Pacifica in 2003 and aids the Controller in HR and accounting, where he’s responsible for managing and reviewing the corporate cash flow. Prior to joining Pacifica, Ed was in the U.S. Navy for 20 years, where he worked as Manpower Analyst for the Naval Air Forces Pacific Fleet. He previously worked in various personnel offices in two aircraft squadrons, an amphibious ship and various shore installations throughout San Diego. He’s a business administration major from the Lyceum of the Philippines.
Assistant Residential Manager
Nicholas joined Pacifica in 2006 as a member of the business development division. Moving to residential services as a licensed real estate salesperson, Nicholas facilitated the transactions of various assets including multifamily projects, individual condominium units and single-family residences. Nicholas is currently responsible for leasing and coordinating renewal transactions at various properties throughout the residential portfolio. Nicholas is a member of North San Diego County Association of Realtors.
Michelle has been with Pacifica since 1997, first in accounting, then in property management and administration. Her cheerful personality, multi-tasking ability, and attention to detail have gained her the position of executive assistant to the CEO and to the COO, a position she’s held for the past 10 years, coordinating their business schedules, organizing and maintaining their business records and managing their relations with high-profile investors.
Director of Residential Sales
Karen has been working with Pacifica since 1997, beginning in the property management division, then moving to residential real estate transactions. A licensed real estate agent, Karen has the uncanny ability of finding the most remunerative residential opportunities in the niche of apartment rentals, condominium units, and single-family residences, and has managed all of Pacifica’s residential sales in Southern California since 2006 for a total consideration in excess of $20 million.
Director of Business Administration and Residential Real Estate
Linda’s experience in real estate spans over 30 years. After obtaining her business degree, she joined the real estate acquisitions and management division at Beverly Hills Savings Bank, then worked with several prominent real estate management companies, such as Western National Group and The Irvine Co. In 1995 Linda founded a business that provided staffing and training to the real estate industry’s leading companies, and now oversees Pacifica’s business division.
Director of Information Technology
With an experience in multi-platform Information Technology that dates back to the mid 1990s, Francesco has worked with Pacifica for over fifteen years, managing and overseeing all aspects of the IT infrastructure; he’s also a skilled web designer and digital media expert, overseeing the company’s creative projects. Francesco also assists Pacifica in translating management strategies into tactical department objectives and leveraging their implementation through the latest technology.
With 32 years of construction background and a California-licensed general contractor for 24 years, Tony has built his career managing city inspections, bid negotiations, and work performed by subcontractors. in 2006 Tony joined Pacifica as a project superintendent, and is now construction superintendent, maintaining processes and services in compliance with established guidelines, codes, and regulations; he’s also responsible for supervising and directing assigned staff.
Corporate Maintenance Engineer
A native of Michigan and a graduate of Kalamazoo College, James started a business in construction as a general contractor in 1980. He was a general contractor until 1992, when he joined CBC and then Pacifica in 1995 as a building maintenance technician. He is skilled in several disciplines related to maintaining commercial and residential buildings. Currently his main focus is on residential properties with hands-on supervision of vendors and contractors.
Senior Construction Manager
A two-year veteran in the US Army and a 38-year veteran in the construction business, Brian established his own construction company in 1985 and incorporated it in 2004. in 2011 he joined Pacifica’ team as senior construction manager, reviewing plans and blueprints, project timetables, determining material and labor costs, gathering permits, and working with subcontractors and workers. He’s been married 32 years, and has five adult children and six grandchildren.
